dev env: don't put gst-plugin-scanner and other helper binaries into PATH

If I type gst-p and hit TAB I want this to expand to gst-play-1.0, but instead it shows me things like gst-plugin-helper and gst-ptp-helper which are inexplicably in the PATH as well.

Those shouldn't be in PATH.
