Fix "AM_PATH_PYTHON([2.7]) is m4_require'd but not m4_defun'd"
warnings in autogen.sh. Just do AC_REQUIRE(AM_PATH_PYTHON)
without any arguments, which makes more sense. And disable
plugin doc building if python was not found.
