m4: bad parameter use in SET_PACKAGE_RELEASE_DATETIME

the 2-parameter invocation:
AG_GST_SET_PACKAGE_RELEASE_DATETIME([yes], [YYYY-MM-DD])
is greping the first parameter instead of the second.
