libvpx recipe needs the Windows 8.1 SDK to be installed, should use Windows 10 SDK

Error happened on wip/meson.

Must I install Windows SDK version 8.1? Or is there a check missing, if I have installed all needed parts for libvpx, and if not, skip libvpx?
