ftp.openssl.org doesn't seem to exist any more?

I was trying a clean GStreamer cerbero build, and it fails trying to fetch openssl from https://ftp.openssl.org/source/openssl-1.1.1s.tar.gz

ftp.openssl.org doesn't seem to be a registered and openssl stuff has moved around. The website is now at https://openssl-library.org/ and says old releases are available from github. e.g:

https://github.com/openssl/openssl/releases/download/OpenSSL_1_1_1s/openssl-1.1.1s.tar.gz

I guess people are relying on cached openssl binaries?
