amfh26xenc missing in windows binaries 1.24.3

i have a complete installation of

https://gstreamer.freedesktop.org/pkg/windows/1.24.3/msvc/gstreamer-1.0-msvc-x86_64-1.24.3.msi

but the amfh26xenc plugins are missing.

Should not be included in the package?
