We need to ship pkg-config with macOS

~~This was supposed to work on Windows, but it seems that it doesn't make it into the binaries correctly.~~ Fixed in !321 (merged).

We also need to do this on macOS because some people want to use pkg-config instead of the framework (f.ex., the rust bindings).
