Basic SIMD16 and SIMD32 support

This has basically two parts:

  1. Get instruction splitting working
  2. Prove out the SIMD width/group mechanisms on instructions and logical registers.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
