valve-infra-container: use minio/gitlab-runner from the Arch repo, not outdated containers

Historically, all our infrastructure used to be run from a docker compose file. Now that we transitioned to using systemd, let's stop using as many containers as possible in favor of Arch packages.

This means gitlab-runner and minio should be installed and used directly rather than containers.
