Tidy up BOOTS

BOOTS currently manages a dnsmasq as a subprocess, that would be better dealt with as a separate systemd unit. The interface for restarting, required by executor, could be a templated pid file location.

The various file paths are sprawling, echoing a time when we served more than only TFTP. Tidy all that up as well.
