Executor: prepare for the Next GitLab Runner Token Architecture

GitLab is in the process of changing the way it deals with runner tokens.

We still have some time, but let's review the proposed changes (https://docs.gitlab.com/ee/architecture/blueprints/runner_tokens/) and maybe interact during their development to make sure it will work for our needs.
