Go commands do not consider parameters set by `b2c.extra_args_url`

No idea why I suddenly thought about this, but when switching the cache_device handling to Go, we forgot to take care of parameters set by b2c.extra_args_url.

Fixing will require a little bit of thinking, as we do not want to leak the extra arguments to containers.
