arb_uniform_buffer_object/fs-array-of-structs-std140-indirect

pass.

r600 can only load from an UBO at 16 byte aligned addresses and
the glsl_to_nir code path doesn't seem to offer an option to tell
the code to use such an aligment. Therfore, we have to handle this with
a specific intrinsic in the backend.
