Add manpage for geoclue.conf file

Description
I found wpa_supplicant running when systemd confirms it's disabled. This has been tracked down to `redshift -o', for a one-shot effect, that uses geoclue2 over DBus that starts wpa_supplicant.service. I want to stop geoclue2 thinking it can enable wifi.
Examining /etc/geoclue/geoclue.conf there are comments, but it's unclear
if all possible options are shown and commented. [network-nmea] has an
enable=true', but [wifi] doesn't. Better documentation seems needed, like a time-honoured decent man page found with
man -k geoclue',
or at least a statement at the start of the file stating its completeness.
load_wifi_config() at https://cgit.freedesktop.org/geoclue/tree/src/gclue-config.c?id=91bf1790b7220c7ecc96cddc284690a924cd9449#n184 suggests there is no `enable' switch to turn wifi off. I'll open a separate bug for that.
