geoclue.conf should document default values
When looking at the provided /etc/geoclue/geoclue.conf it isn't clear if all possible options for each section are given, e.g. [network-nmea] has an enable=true but there isn't one under [wifi] so the user isn't clear if the option exists. It should also make clear what the default value for an option is if it isn't given, e.g. wifi.submit-data.
This is conventionally done by a comment at the start of the file that states the rules. For example, that all possible configuration options are present, and that the default value is shown by the commented out assignment at the end of the comment describing each option.
