package-manager friendly white-listing

Currently, every "system" app and agent needs to be whitelisted in the master config, the distro's default config, or manually by the user. Unfortunately, this doesn't scale well for small projects.

Please provide some way to whitelist applications and/or agents by, e.g., dropping a file in some directory owned by root. For example, partial config files could be loaded from /etc/geoclue/conf.d/.
