At startup, geoclue doesnt no respond until restarted

I've a few services relying on geoclue (gammastep, darkman) and I'm using the demo agent.

When the system starts up, both services request the location, but geoclue never responds.

Restarting the agent and then restarting any client, geoclue still does not response any location.

After restarting geoclue.service itself, geoclue does resolve locations.

I don't see any verbosity flags on geoclue, how can I figure out what's wrong? Any ideas what might be up or what to check?
