Add a "validate" command
To be able to implement fdo-bots#72 we need a validate command that can be used to check if the provided settings file is valid.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
