Immediately trust bot users created by a project token

A project token creates a new bot in gitlab (e.g. the xkeyboard-config stalebot). We should trust those users immediately so they're exempt from the spam filters, we ran into the issue with the bot getting caught by spam filters so instead of posting a message before closing it just ended up closing them with no comment.
