Remove stale gst-htz-* runners from the gitlab runner list

The following shared runner registrations are old/stale and it would be great if a gitlab administrator could remove them from the runner list (or give me privileges to do so myself 😀):

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
