Admins should be able to register projects with damspam

Initially we wanted for projects to opt-in. But it turns out, that even the opt-in mechanism sometimes takes more steps than just me registering the project, assign the spam label, and hope that others will see the pattern.

However, to do so, I need to give myself admins rights on the project, and then revoke myself afterwards. Would be simpler if damspam could be terrorized by me (or have me add a --yes-I-am-an-admin-do-what-I-said) and execute itself without me messing with the permissions.
