Confusing method of documenting releases
The customary way to discover what changed in a new release would be to consult the NEWS file but it is empty. Instead the README appears to contain this information. This is confusing. At minimum, I recommend explaining in the NEWS file that one should look in the README. Better yet, move the information into NEWS and repurpose README for its traditional role.
One might also consult ChangeLog but it hasn't been updated since 2019. If you're not going to update it anymore there's little purpose in keeping outdated information in it.
