[uAPI] GT vs Tile

Now that Tile and GT has a clear separation in the code we need to ensure a cleaner uAPI around the tile. Most of the existent uAPI should be per tile rather than per GT, but we should ensure a path for the GT when needed on the possible cases like the Media GT.
