nouveau_display_create fail with GSP patches on some Ampere GPUs

Ampere's device init failed silently with nouveau-fw-535.113.01 with and without nouveau.config=NvGspRm=1 on a DELL XPS 17 9720 with an RTX 3050 Mobile.

After some digging it is caused by nouveau_display_create failing with the following:

The root cause of this failure is the display fuse being disabled in devinit from e324e1d8f522829f938ec791d37027ba7cac5d6c.
