VT console DP mirror regression in 6.8-rc1

When connecting an external display (USB-C/DP) to the Lenovo X13s running 6.8-rc4 when using a VT console, it now takes 1.5 minutes before the display is mirrored unlike in 6.7 when it took a few seconds. I first thought hotplug was completely broken, but the display appears to be mirrored after waiting 90+ seconds.
