RKL - After reboot, the screen always keep black

With the drmtip(20211026) the hdmi always keep black after trigger reboot.

this commit causes the issue and it is landed after v5.11 ~~ fe0f1e3bfd) drm/i915: Shut down displays gracefully on reboot ~~
