[igt_runner] Collect pstore data and attach it to dmesg output when resuming or reporting

Description

This will allow cibuglog filters to be more targetted for incompletes that have a pstore (the majority of them).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
