External 4k monitor flashing @60hz

Hello,

I am experiencing similar issues to #3117 (closed) I have a 4k monitor connected via displayport. It generates a [drm] *ERROR* CPU pipe B FIFO underrun error message. The monitor flickers black and then comes back after a few seconds.

I have tried to disable SpeedStep in the bios, and disabling c-states via sudo grubby --update-kernel /boot/vmlinuz-5.13.6-200.fc34.x86_64 --args="intel_idle.max_cstate=0"

However, this has not resolved my issue. dmesg debug spew is included. Thanks for looking! dmesg.log
