TGL: No video output on external monitor via HDMI interface on WD19

[Summary] No video output on an external monitor through HDMI/DP/Type-C-HDMI/Type-C-DP interface on WD19.

[Steps to reproduce]

1. Connet WD19 to South Peak 13/15/15P series platform.
2. Power on platform and boot into OS.
3. Connect an external to WD19 through HDMI/DP/Type-C-HDMI/Type-C-DP interface.
4. Go to Display settings page.
5. Change the display mode to "Monitor/Join Displays" mode.
6. No video output on the external monitor.

[Expected result] System can shows the screen on an external monitor through HDMI/DP/Type-C interface.

[Actual result] No video output and following error message is shows in dmesg.
