igt@kms_flip@(2x-)?flip-vs-(modeset|panning|suspend)-vs-hang(-interruptible)? are agonizingly slow on all platforms

These tests are responsible for a significant amount of the overall reported time of a CI FULL run:

  • shard-skl: 2% (~5 minutes)
  • shard-kbl: 4% (~5 minutes)
  • shard-apl: 2.7% (~5 minutes)
  • shard-glk: 4.5% (~10 minutes)
  • shard-icl: 2.5% (~5 minutes)
  • shard-tgl: 3.5% (~7 minutes)
