igt@i915_pm_rpm@debugfs-read agonizingly slow on SKL, ICL, and TGL

This test is responsible for a significant amount of the overall reported time of a CI FULL run:

  • shard-skl: 0.5% (~1 minute)
  • shard-kbl: 0.1% (~2 seconds)
  • shard-apl: 0.1% (~2 seconds)
  • shard-glk: 0.1% (~2 seconds)
  • shard-icl: 0.6% (~1.5 minutes)
  • shard-tgl: 0.7% (~1.5 minutes)

As one can see, some machines can finish the test in 2 seconds while others can take up to 60x as long which indicate a bug. Upon @ickle's request, here is a bug for it!
