Choppy GPU performance since 6.12-rc1 with Framework 16 7840HS + 780M

Someone ( John Rowley ) has reported "choppy GPU performance" however I'm not sure if I can post there so I thought I post this here with some additional information although he done a git bisect already

My setup

• Framework Laptop 16 using Radeom 780M and BIOS 3.04beta
• Linux 6.12-rc1 - Gentoo - compiled with GCC with march=znver4 and mtune=znver4 and PREEMPT_RT
• KDE Plasma 6.1.5
• linux-firmware commit c979a06518069901e4c43e0019d3a15b435b7e16
• microcode 0x0a704107 upgraded from 0x0a704104 ( from BIOS )

When playing DOTA 2 or Doom ( 2016 ), the FPS ( not the display's rate ) when it's 70 or lower, I can see that Doom ( same with DOTA 2 and more noticeable ) for example is saying 65 FPS but the display refresh rate clearly feels below that, feels like 30-40 FPS, it's like the display itself is dropping frames or something )

and when I set my display refresh rate ( via monitor configuration/settings within KDE ) to 60Hz ( from 165Hz ), yeah it doesn't feel like 60Hz at all ( this happens whether VRR is Off, Adaptive or On )
