RDNA3 Power Management/clockspeed bug
When starting a game or other demanding 3D application the GPU seems to be powerlimited and/or clockspeed limited. On my case it was only drawing 270W power and the clockspeeds were howering around 2450 Mhz when they usually hower around 2600 - 2800 mhz territory.

To reproduce the issue just start a game on a 7900 XTX and see the clockspeeds and the powerdraw.
Above is a image of a game running unlimited FPS but the clockspeed and powerdraw are low. The stock powerlimit is 315W.
