6.10 regression - Massive stuttering when GPU is almost 100% load

Brief summary of the problem:

After updating linux to 6.10 I observe massive stuttering when GPU is almost 100% load

There is no issue in linux 6.9.9

There is no issue in KDE X11 session

There is no issue in Gnome Mutter Wayland

Downgrading KWin to 6.1.2/6.1.1/6.1.0 does not help

Hardware description:

• CPU: Intel Core i9 14900KF
• GPU: AMD Radeon RX 6900 XT
• System Memory: 32GB
• Display(s): ASUS TUF VG27AQ 165Hz
• Type of Display Connection: DP

System information:

• Distro name: Arch Linux
• Kernel version: 6.10.2.arch1
• KDE Plasma Version: 6.1.3 wayland
• KDE Frameworks Version: 6.4.0
• Qt Version: 6.7.2

How to reproduce the issue:

1. Update linux to 6.10 or newer
2. Launch some GPU-heavy game
3. Make sure GPU is about 97-100% load
