Display Stream Compression not working for Phoenix
Brief summary of the problem:
Plugging in a Dell WD19S to the ROG Ally (Z1 Extreme) leads to the display stream compression not negotiating and the third display never being initialized (3 1440p at 75Hz)

- Type of Display Connection: 2 DisplayPort and 1 HDMI

How to reproduce the issue:
Plug dock into device and try to configure all three monitors at their native resolution.
