AMDGPU: Since kernel 6.8, lowering power1_cap is massively limited

I have been running my RX7900XTX with 200W power1_cap for a long time without issues (power1_cap_default is 303W). With kernel 6.8, the minimum possible power1_cap is 272W for my card. I tried setting amdgpu.ppfeaturemask, but this only allowed me to set a higher power1_cap_max, not a lower power1_cap_min.

The current solution is way too restrictive. Comparing to Nvidia, at least half of power1_cap_default should be possible and allowed to configure.
