GPU overload on intro/logo videos
Hi. In some games when logos intro videos are played, Steam overlay shows ~5000 fps and my gpu (RX 7600 Steel Legend) start making some screeching sounds and overheats quickly. Same screeching sound can be heard when i try to undervolt my gpu, but that leads to rising voltage to over 1000 mV (what I described in this issue - #3104 ). But when this happens, CoreCtrl monitoring shows normal for my card 670-700 mV voltage and only ~10-20% gpu load. And yet it overheats quickly and the fans start spinning, which should not happen as normally even ingame the temperature of my gpu rarely exceeds 55C. I tried to limit the GPU frequency to 2400 MHz (Game Clock of my card is 2320 MHz, Boost Clock is 2725), but that didn't helped. Enabling Vsync in these games doesn't help either: ~5000 fps when logos videos are played and 60 fps only when it comes to the game menu.
At first I thought this problem was related to Steam Proton since i had this problem with Deep Rock Galactic and Kholat (Windows native games), but now i have this problem even with Linux native Graveyard Keeper.
I'm afraid it might be a problem similar to the one that burned some Nvidia's RTX 30/40 cards some time ago in games like Diablo 4 and New World.

Deep Rock Galactic and Kholat both have logo movies in mp4 format. Kholat also have intro movie in wmp format and it plays fine on 60 fps. Other games i have also have their logo/intro movies in non-mp4 format and don't cause that problem.
