blank/no signal screen after loading amdgpu on 6.3.0

Brief summary of the problem:

starting from kernel 6.3.0, screen blanks and repetitive "no signal" messages is displayed on HDMI to igp(5600G) connectet 4k monitor after loading amdgpu module (6.2.14 is working fine)

• CPU: AMD Ryzen 5 5600G with Radeon Graphics
• GPU: Cezanne [1002:1638]
• System Memory: 2x16GB KF3200C16D4/16GX
• Display(s): HDMI-A-1 connected primary 2560x1440+0+0
• Type of Display Connection: HDMI

System information:

• Distro name and Version: Ubuntu 22.04
• Kernel version: 6.3.1-060301-generic
• Custom kernel: https://kernel.ubuntu.com/~kernel-ppa/mainline/v6.3.1/
• AMD official driver version: NO

How to reproduce the issue:

just boot, after loading amdgpu module, screen blanks and "no signal" in loop is displayed on monitor, unloading module does not help
