kernel-firmware-{amdgpu,radeon} update breaks VA-API: Incorrect video output on Radeon RX 6900 (Navi 21/CHIP_SIENNA_CICHLID)

I noticed that the video output is incorrect when using VAAPI.

• CPU: AMD Ryzen 7 5800X
• GPU: AMD ATI Radeon RX 6900 XT
• System Memory: 32012MiB
• Display(s): 1
• Type of Display Connection: DP

System information:

• Distro name and Version: openSUSE Tumbleweed VERSION="20220824"
• Kernel version: 5.19.2-1-default
• Gnome 42.4
• Mutter
• AMD official driver version: Mesa 22.1.7 for AMD Radeon RX 6900 XT (sienna_cichlid)

How to reproduce the issue:

Start any local video with VAAPI enabled
