We could use something like skia (which is already in Android) to do fallback compositing, which avoids having to deal with platform peculiarities. This is a bit of a stretch TODO

Some of my recent patches were inspired by this doc. But not all of them.
As for original issue (Add platform-independent fallback compositing), SF has opengl fallback instead.
