Upgrade enumflags2 to 0.7.x

The new minor release brings breaking changes so we gotta update the code. However, this is part of our public API so it'd be an API break.

zbus is currently in the process of API break but the trouble is that this will break zvariant API too and we were not planning on zvariant 3.0.
