Subject: [PATCH] Remove obsolete COMPAT.txt

This was about compatibility with the rename and rewrite of
dbus_bindings as _dbus_bindings, which took place over a decade ago.
If any projects are still not compatible with the "new" dbus-python
then there is no hope for them.
