{vulkan,radv,anv}/video: fix issue in H264 scaling lists derivation
Change the scaling list derivation code to avoid copying a pps scaling list when an sps list was signaled.

Are result status queries mandatory for encode? They're not supported for decode on AMD, so I assume they wouldn't be for encode either.
I thought applications need to check the VkQueueFamilyQueryResultStatusPropertiesKHR
before trying to use them, although there is a note in the spec that implies they should always be available,
Thus it is recommended that applications always specify VK_QUERY_RESULT_WITH_STATUS_BIT_KHR when retrieving the results of video encode feedback queries and ignore such undefined video encode feedback values for any unsuccessfully completed video encode operations.
I think it should say applications should always specify VK_QUERY_RESULT_WITH_STATUS_BIT_KHR
when it's available.
What do you think should be additionally advertised? VK_QUERY_TYPE_VIDEO_ENCODE_FEEDBACK_KHR
are always supported on encode queues. You can find out the specific feedback flags using VkVideoEncodeCapabilitiesKHR::supportedEncodeFeedbackFlags
.

Lowers the minimum advertised resolution for the AV1 codec. It supports a 16x16 extent on AMD, 64x64 is the minimum for AVC & HEVC.
