Improve libcangjie2_cli

There's a couple of stuff I'd like to have in libcangjie2_cli:

  • an option to specify the version, but still default to version 3
  • an option to specify the filters, but still default to big5, hkscs and punctuation.
  • different query modes (by code, by short code, get the radical of a key,...)
