Remove autotools
I don't think there is anything left in autotools not already ported to meson that we care about.
This MR takes the minimal approach of just removing the autotools makefiles, configure files, *.pc.in, and documentation.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
