power: use bolt_udev_detect_force_power

Use bolt_udev_detect_force_power for the initial force_power support
detection and again when changes to the wmi subsystem were detected
via 'change' uevents. In the latter case, re-detect the force_power
support and compare with the current state, adjust the force_power
state in BoltPower accordingly.
