Emit poperty change event for SecurityLevel

On systems where we don't know the thunderbolt level until a device is plugged in (no native enumeration in addition to no force power support) the thunderbolt security level might change from unknown to the "correct" value late. Currently we don't emit a change notification, and as a result e.g. GNOME Settings will show the old, stale information.
