Patches related to nm-initrd-generator's handling of the rd.ethtool= option.

simplify the unit tests
add more unit tests
change behavior for some edge cases, like
- what happens if positional arguments are missing/unspecified
- what happens when there are multiple rd.ethtool=$IFACE:... parameters
