Ignore IPv6 RA PIOs if preferred lifetime > valid lifetime

Summary

Ignore PIOs when the preferred lifetime is greater than the valid lifetime.

Resolves: #1619

Purpose

This is a requirement defined in RFC 4862 section 5.5.3 that was not currently being met. Because of this, connections managed by NetworkManager were not compliant of test 3.2.4d of the IPv6 Ready Logo core conformance test specification: https://ipv6ready.org/docs/Core_Conformance.pdf
