Draft: libnm: add dcbx-os-controlled property

Summary

Adds a dcbx-os-controlled DCB property, which configures the DCBX mode to be set to OS-controlled or firmware-controlled.

Purpose

First MR of several planned that implements properties, as requested by: https://issues.redhat.com/browse/RHEL-17257
